I was in a similar position 6 years ago, although I had owned 4WD's before the JK was my first decent one, I started by replacing stock tyres with BFG AT's, then ARB front bar followed by a lift, I'm still modding it now and don't think it will ever be finnished but I'm still surprised where it will go with a simple lift, swaybar disconects and a set of 285/75/16 BFG KM2's, I have never been in a position where I needed lockers to get me through, and have done a lot of off road driving including Wonangatta valley and other areas in Vic high country, Flinders ranges and stockton beach, and 3 jeep jambos, only you know if you need lockers for the sort of driving you do, but personally I would not be fitting them now, get the jeep and use it to see what you need but I think you could get more benefit from thing's already mentioned, lift, tyres, uhf recovery gear etc. Also consider joining a local club and doing some driver training before you rush out and spend money, as stated if you want larger tyres later on you WILL need to change diff ratio's and that will probably meen different diff centres, so more money on new locker's. I'll hold off on the lockers for now
Regarding new wheels and tires, is it illegal to have them stick out past your flares?

Basically yes, but the laws vary state to state and sometimes you can get away with it, what size tyres do you want and are you changing rims too, you can get rims with different backspacing to move the rim in or out depending on tyre size and flares.

I like the look of 35" but it seems to have a lot of clearance issues. What do I need to do to be able to fit these on? I want them as aggressive as possible without being harassed.
What size rim and back space do you recommend?

I can't recommend rims to fit with 35's as I don't run them, do a search on here as I know it has all been covered before.

I can't agree more with the boys Sinh, lockers are definitely on my list but they are a long way down, I started with new tyres, I went 265/70r17 Mickey Thompson 4 rib ATZ but you can go up to 285/70r17 on the stock rim with minimal to no rubbing, they tyre choice is really a personal thing. Mine already had an ARB front bar on it so recovery gear and a UHF came next, snatch strap, tow hitch recovery hook and rated front recovery points are the minimum starting point and a good set of hand helds will sort you out until you can an installed radio. The lift will be on before the end of the year.
One thing I have found with the dealers is they WILL rip you off, there are many local vendors that you will find on here that not only know Jeeps better than the dealers do but will look after you and your budget.
