No expert but cylinders fire in sequence so none will be the same at any given point.........thats just a guess.
Your surge could from dirty MAP and/or MAF sensors, fuel filters ?? .... don't use air filters with a oily/greasy media, some paper filters have it which ends up coating the MAF sensor.
