Perhaps because
Stage 1 is understood to be no intercooler, while
Stage 2 is widely understood to have one. (Due to prior usage.)
And Stage 2 is shorter to write than higher performance option...
Have you considered one of the supercharger options instead? Turbos usually, (depending on the exact system design), work to give more power at the top end, but a JK, 3.8 or 3.6, benefits more from low to mid range torque. This is, also usually, better provided by a supercharger. Particularly Roots or screw type blowers.
