Would it be an viable option to change the tie rod end at the chassis end to a heavy duty heim joint? Then I could use a 9/16" bolt throught the existing hole?
Any reason why this wouldnt work?

Well they are not a good idea to run a Hemi as they chop out quickly on a daily driver and are completely illegal to run on the road!

Alright that idea is scraped...ordered my whiteline, and will go with the tapered sleeve plan, once i can find one, no idea where I would buy one?

You might want to look at something simmilar to this M8. This design is used for a OTK conversion in the states but should still be able to be used you your panhard rod issues.

Tie Rod Flip Inserts

The original and the best! Don't trust steering to imitations!

Use this bushing, machined from solid steel, to flip the your tie rod up to the top of your Dana 30 knuckle and get it up out of the way of the rocks! Simply drill out the tapered portion of the knuckle to ¾", tap in our insert, weld the lip and you are ready to go. Has the correct taper to accept stock tie rod ends. Includes special spiral lock flanged nut that must be used. Note that TJ's will require modification of the sway bar disconnect on the driver side. Remember that any modification to your steering may result in changes in handling and that we accept no responsibility for the effects of changing your steering components.
