Dont know if such blending is still a practice by the oil companies. The cloud point for diesel varies from month to month & state to state over Australia. That is why one needs to be careful filling a truck in North Qld mid winter & driving it to Vic.
One doesnt buy bulk diesel mid summer & then use it through winter. If it was left in the cold in the cars tank for a few days during frosty conditions, problems may occur.
The owners book for Mercedes diesel cars from the 70's through the 90's does recommend blending ULP into diesel if cloud point problems are occurring. I have added nearly 10% ULP to summer diesel so it didnt cause major problems. It caused the car to become a bit gutless & EGT's go up by about 50 C . This was not a CRD though.
