Hey Murray,
Is it worth asking DEC if they can approve placement of signs at each entry point? Suggesting basic track care/etc, with an area that has each club/assos/forum logos on.
I think part of the issue for being able to get funding is it is not a declared 'trail/track' , rather just an access road that WesternPower/DEC allow public access to. Also the current method of individual clubs/assoc. 'adopting' only part of it has lead to conflicting works and inability to draw on a larger asset base. It would be better to have the WA 4wd Assoc and all member clubs (or at least all metro) adopt the whole track, so that more users have a better bond towards the condition of the track. Rather than just 'DEC/Western Power 'll fix it'
One other stakeholder is Telstra, with one of their transmission lines running below the trail in most parts.

DEC were photographing all the vehicles getting on to the powerline track last Sunday.
I didn't talk to them but some-one in the group did.
Can't remember who it was, perhaps they can shed some more light on developments.

Maybe they weren't actually photographing the vehicles......maybe they were taking pics of the track.....

This taken from our club website (JOCWA) - as discussed at the 4wdawa meeting and posted by a member. I think they may have been surveying the track

......"4wda together with D E C and Track care have meet and survived 300m of the power line track and from this information will put together a set of guide lines and rules from which D E C will be able to rate the tracks under its supervision and also be able to indicate areas and tracks that the 4wda and track care will be asked to help on,there is a possibility that 4wda clubs will asked to assist in the survey of the power line track from its start to finish."

Yes one of the members of a 4wd club came up to me on the day and said the DEC was surveying part of the powerlines track and gave a freindly reminder for us AUSJEEPOFFROAD group not to do anything silly or stupid while the DEC was there... Of course i gave assurance we dont do silly or stupid things and were merely on a sunday drive....told him my 65 year old dad was among us and on his very first trip on the track. As if he would be doing anything silly or stupid like dough nuts or carvin' up the track lol...
