Disconnected the MAF and it does the same thing. So...might try and get a new MAF. Thanks for your help, I'll let you know how I go.

Wow!!! I just priced a replacement from REPCO $680.00. Any suggestions for other suppliers?

Maybe time to test the MAF before replacing it. I went through the same with the MAP, it was only ~ $100 but Repco said they would not take it back if I found I didnt need it ( if it didnt fix the problem),

Yeah guessing can be a very expensive way to troubleshoot.
Especially if you've got a Jeep.
MAF has 4 pins. Left to right pin 2 and 4 are supply 12v.
Pin 1 and 3 have .2v key on, about 2v at idle and increase to about 3v with some revs.

If you removed the MAF you should have been able to see the ceramic tip inside it. If the tip is about 1cm long than at least it is intact and more likely working as you mentioned . Just make sure the tip is clean after a good spray of MAF cleaner . It cost me $400 a second hand one after I broke the tip on the old one .
The wiring of injector no.1 going to PCM should be as far I remember 7.2 Kohm with the injector no. 1 needle sensor unpluged from the main loom . Your reading of 5.2 Khoms is lower than my reading but I don't think it would affect the signal level from needle sensor .
Next would be to check the signal and its level coming out of needle sensor with a scope or android phone (see the "sticky" section on main xj page) just to make sure everything ok with needle sensor .
If all ok than go along the turbo and turbo actuator troubleshooting procedure .
Turbo actuator disconected from vacuum valve should slide in and out freely . Eventually put a small hose on the vacuum valve and suck on it to create a vacuum and you should see if actuator moving in and out .
A boost gauge would also help to determine if there is boost pressure coming out of the turbo .
There is also a small electric vacuum pump just behind the PCM under the hood . If you fire up the engine and let it run for a few minutes than turn the engine off you should hear a slight sissing noise for a few seconds coming from the vacuum pump . This activates the EGR vacuum valve only tough but nevertheless it's worth checking it including the EGR valve (maybe stuck open or halfway). Cheers Andrei

Thanks Andrei for your excellent troubleshooting information.
After talking to a local diesel bloke he assured me the MAF would be the problem so I ordered one from the UK last Thursday (cost $128aud) and I received it today, less than a week!! Just fitted it and the same problem exists.
I'll continue to follow your suggestions when I get a chance. Thanks James
