3.6 lack of acceleration from 4000 rpm

Not sure if I got a dud batch of fuel or similar, would appreciate any notes or similar experiences people have had?
Whats happening:
Approx 20 minutes after getting a tank of fuel (Caltex 98, I normally put e10 in) I noticed a reasonable lack of go in general, figured it was just because it was a hot day, went to overtake on the highway and as soon as the RPM needle hits just past 4k it feels like it's hitting a rev limiter except without the cool noise.
After doing some testing besides a wall which reflects noise i'm reasonably certain the car is pulling fuel or spark at that point.
I couldn't hear any knock sound from the engine.
No fault codes logged or MIL/CEL, the lack in accel is pretty consistently based on RPM even under higher load (say 1st vs 3rd) so I don't think it's airflow related / choking.
Air filter passes the eye ball test, no other obvious restrictions in the air inlet.
I ran this tank down to 1/4 then filled it back up with my locals high turnover e10 and went for a quick 10 minute drive, no change in behaviour but no idea how much fuel is in the lines in these things.
Anything i'm missing?
