When you say 'starting to sound', that implies it was normal first.
In that case: make sure both sides (at least mine has two "speakers", under the front bumper left and right) are connected (with one connected it sounds wimpy, almost like an apologetic little cough). Clean connectors and make sure the whole pathway gets enough juice to actually make for a proper signal.

The factory horns are pretty loud, especially in comparison to modern vehicles which aren't much more then a weak beep, from what I've seen the ones that are playing up are rusted up....

My horn on my ute sounded like a strangled chook. Looked and it and it was rusted out bad. Replaced it with a low note Holden one from a Kingswood. Sounds like a mans car now. Early Holdens had the option of a high or low tone horn. The more prestige models like the Premiers or Statesmans usually had the low note option.

Well to be honest it never sounded that good even when I first bought it so I guess it's probably rusted out.

I'll get under it this week and see if I can do something with it, if not I'll have a look see about swapping it for something a bit more....

Or full of mud, I used to have to wash mine out every now and then to keep the sounding good
