I just finished reading that myself, seems pretty draconian to me.

Don't see the isse; they weren't allowed before unless in pairs, now you can at least have a light bar on your car, if mounted correctly.
A small win is a small win.

Those are actually pretty standard driving light rules......nearly everywhere officially limits driving lights to be no higher than the edge of the hood....but now it recognises that lightbars can be mounted individually.

The annoyance centres on the fact that previously you could install them and claim them as 'work lights', for off-road use. Covered, disconnected or switched out of the cab when driving, etc.
The new rules have singled out that method and excluded it. No fixed forward facing lights of any kind above the bonnet lip.
Bonnet mount, A-pillar, roofbars, etc.
WAPOL are also now making people aware of the change, and the outcome of that 'suggestion' I would wager depends of the attitude of the now-infringing driver..
