The rubber top stops small road vibes from being transmitted into the body of the car as they have less density so can absorb them better.
I also had problems with them breaking down too quickly. My first set on the old XJ had the urethane's top and bottom on the Rs 9000's and had to replace them with rubber for the above reasons but the set I have now came with the rubber on top already fitted from Rancho that way as heard they had a lot of warrenty claims on the top bushes here in Australia.
Did yours then still come with them top and bottom?
