On obd1, assume it is same for obd2, coil +ve is controlled by the auto shut down relay, same as the fuel pump.
Ie it gets power for about 3 seconds after turning key to run, then it loses power at the same time the fuel pump stops buzzing.
So even with the key on run in the ignition, the coil does not get power after 3-4 seconds.
Just saying.

Elec problems like this are a PITA. One reason I like oil burners. If you are not seeing control power, can you go back to where the supply comes out of the box & see if you have it there?
