Not quite. It means while they cannot just continuously circle it can go from front at 0 degrees both left & right by 190 degrees.

But doing a full 380 degree circle sounds more interesting!

It sort of goes the same way as people describing a politician who reverses their position as having "done a 360 on the topic". What!? There are 720 degrees in a circle in their world!? Same for when a poli "backflips". I don't know where they are, but whenever I have done one or seen one done, I ended up facing the same direction I started!

I wonder if there is a 240V version, I'd love to put 2 of these on the garage wall.

Just get a 240V/12V power-pack of ebay. I got a 10amp unit for $30 some time ago, all my garage lights are 12V (cheap ebay "work lights") all wired through that. You need sunglasses to walk in there.. Cheap and cheerful!

You just reminded me that I actually have a power pack laying around somewhere in the garage

Popped into Adrenaline Offroad at Narellan on Saturday and bought one of their AEV Pintlers for a spare. At $300 brand new you can't go wrong.

They are great people to deal with and had to behave myself with all they have in the shop.
