I asked him and he reckons he has spent that much getting it sorted since he bought it - he is quite a rude and aggressive fellow so i wont post his full reply

there's not a chance he's spent that much to sort it, he's put new seats in it and painted some parts, and rebuilt the engine. changed the wheels and tyres....that's about it...i'd like to know how that came up to $26000.00 haha
