I usually just wait till it beeps and the check engine light goes out before cranking

Well here we are a week later still hard to start when cold ..
I finally got around to having a good look I had been waiting for a crank sensor plug as mine fell apart when I got the head done the individual wires were plugged in and wrapped in tape .............. Unfortunally rockauto sent me the wrong shape plug Perils of 96 ownership Bummer I noticed during the week the idiot lights upon turning the key would flicker like a short? any way I plugged all the crank wires in again used the rubber bit out of the old plug to space insulate and seal the join the tape it up no more flicker I noticed the fuel line connection was leaking a bit (loss of fuel pressure?) fixed that and then noticed that the wires running from the front of the engine were under the power steering pump ready to melt on the exhaust manifold had that before shorts out and blows the computer fuse I had moved them over the top of the power steering pump ages ago when I changed the water pump ..
I used a bit of thin wire and tied the wires that run to th O2 sensor back to the inlet manifold away from the exhaust manifold......quick fix
19 deg today Hard to Start took 4 cranks running fine went to the 18 mile part of the river about 28 k away up the highway constant 102 deg run fine at around 1800 rpm at 100kph sat for a good hour at the river and then started first longish crank ? I might put the battery on the charger its only 12 months old but I usually only drive about 11k every day it might need a top up give it some cranking amps see how that goes but I am going to look into a fuel pressure gauge and see what pressure I have keep everyone posted

There is a fuel anti drain back valve on the pump. It may be letting fuel pressure back into the tank if it is leaking a bit.

Still haven't charged the battery But another Theory... I went to start it today and the dah lights flickered for a bit then settled down took 2 cranks once running perfect and the next starts....... now my 96 wiring is brittle to say the least I am now wondering if a wire when cold is a bit iffy connection wise when it warms up the connection expands and works now I had something simular happen on a ford once have to check over all the sensor wires .. that will be fun will look into it when my back feels a bit better

thats my bet.

if like TJ Wranglers the check valve to stop fuel running back into the tank from the injectors is a semi integral part of the pump

if the valve has some leakage, fuel in the lines etc will run back to tank and you have to do a long crank or several to prime the fuel line and build up pressure before the injectors can squirt fuel into the cylinders for it to fire

with hotter temps, components within the check valve expand and form a seal, but when cold things shrink and allow leakage. we are only talking microns here, but thats all it takes for a leak

best way round it is to switch on the ignition and wait 10 seconds or so, this will allow the pump to run and build up pressure, then fully turn the switch to start

if this procedure cures your cold start then that proves the valve in the pump is a bit wonky. can stay like that for years without causing a problem

been a bit warmer the last week the dash lights don't flicker as much first start only still turning the key on and off 3 times before I crank hot or cold .. cold starting is better finally got the fuel pressure tester I ordered off ebay will test tomorrow

I got the missus to turn the key and 49psi but falls to 20 did it a few times same thing might be leaking ? also pulled all the engine fuses and relays out to reseat them found one 30 amp fuse a little bit wiggly slightly so I might replace that fuse see how we go once started it runs perfectly?
