It’s the Qld Transport Compliance Officers that chase this sort of thing during random inspections.
So, I’ve found out that any wheel is legal in Qld as long as it complies with a few of the international standards.

It seems from a bit of quick searching that this may be a newish situation in the past few years when they did an update to the legislation. We found that with motorcycle parts too.
This also seems to be following on in other states too which is good but I need to find out which wheels are compliant, and which aren’t.
