For starters on an OBD1 95 (OBD2 came in late in 95) the switch panel has no indication at all, the OBD2 unit does have a small LED, green IIRC that indicates when cruise is active.
If you disconnect the vacuum line at the servo does it make a sucking sound on disconnection?
I have seen the vacuum line that runs from the p/s to the servo unit squashed in the rocker cover before.
If this has been fitted by the previous owner then maybe something isn't connected correctly, they are literally a plug and play arrnagement as long as the clock spricg has been changed which is easy to tell as there isn't a connector inside the wheel for the switch panel if the clock spring hasn't been swapped...
Also check the mechanical (cable) linkage is working, I have seen the little "R" clip missing before that resides inside the bell on the servo which is also easy to tell by disconnecting the cable from the throttle body and moving the cable in and out, if there is resistance then it is connected....
