You have circuit breakers in positions 1 and 3 that don't appear to have any connection in your wiring diagram of the fuse box. That makes it look like yours might be wired more like a 95 XJ.

In which case fuses would be for...

1 - 30A - STOP LAMP RELAY/POWER SEAT SWITCH
2 - 30A - HEATED REAR WINDOW RELAY
3 - 5A - FRONT WIPERS
4 - 30A - A/C MODE SELECTOR SWITCH
5 - 20A - HEADLAMP DELAY MODULE/HORN RELAY
6 - 20A - CENTRAL DOOR LOCKING
7 - 10A - POWER ANTENNA RELAY/POWER MIRROR(NON-ABS)
8 - 10A - POWER MIRROR(ABS)
9 - 15A - HEADLAMP SWITCH/CHIME BUZZER MODULE
10 - 15A - HEADLAMP DIMMER SWITCH
11 -
12 - 30A - POWER WINDOW MASTER SWITCH
13 - 15A - RADIO/CIG LIGHTER/LCD ILLUMINATION RELAY
14 - 20A - HEATED REAR WINDOW
15 -
16 -
17 -
18 - 2A - ABS MODULE
19 - 20A - REAR WIPER WASHER SWITCH
20 - 7.5A - HEADLAMP DIMMING RELAY
21 -
22 -
23 -
24 -
25 - 5A - DASH/CLUSTER ILLUMINATION
26 - 7.5A - INSTRUMENT CLUSTER
27 -
28 -

Fuses are shown in section 8W-10 of the FSM in 95.
They are shown in section 8W-12 of the FSM in 97.

In 96 they will be there somewhere. I don't have access to a 96 XJ FSM.

The '96 is the same as the 95 for the fuses in the Factory Service Manual..except things arent always where the manual says.

The best bet is the A5 sized User Manual that came with each car originally.

However, even they are not correct...I have 3 X '96, and the fuses are different...and not in always in the correct spot shown the User Manual

To be sure, you have to pull the fuse and see if the listed items stop working

I also suggest test both ends of every fuse with a Test Light..only takes a few mins

good you took a photo!
