Gubber-mints have the ability to make retroactive legislation they just often choose not to with the exception of Taxation laws, I recall a time (at least here in Victoria) where vehicles that had been built prior to a certain date (and didn't have a factory fitted option) didn't require rear seat belts... in 1970 the Victorian Gubber-mint legislated mandating all vehicles required the 3 point belts front & back...
I agree in this case a mechanical airbag design which has NO electronic connections and/or monitoring feature
shouldn't be forced to comply with a law clearly intended to prevent faulty electronic airbags from being used on our roads... it's simply ludicrous!
A kit such as the
TI's LM5027 could be adjusted to a 3 second delay (off) to appear to meet the new ADR vehicle testing standards... but really?

The little access panel on the steering column is indicative of a mechanical airbag system (arm/disarm lever), should'a pointed that out

Jeeps are not alone many Toyota's, Subaru's & Fiats from the same decade were also fitted with the mechanical airbag system just to name a hand full, obviously there would be many more
