The reason is the intake tube that enters the air box runs through the space where the ABS pump resides..

Ok so does the brake master sit on passenger side on ABS models

Not normally but the pump sits on that side regardless.

You'd think Jeeps would have been smart enough to leave it on the drivers side. There is already too much under the guards on my 98 and it doesn't even have ABS.

On the 94's the ABS pump sits just below the master cylinder, I don't know why they changed it except maybe it was easier to use the US location in the 95-'s....
