95 or even 98 over 91 will not make much of a noticeable difference in these motors. However, e10 to non e10 will make a significant difference. Stupid thing is the 'official' testing shows e10 fuel to make 1 to 3 % less fuel economy, pig sh!t if you ask me. I tried all different fuels in my Subaru, e10 to standard 91 made 15% difference in that motor. In the JK I have only ever intentionally run e10 once (was nearly empty and it was the only fuel available and it ran like a dog with figures similar to what you are quoting.
Now they do go on to say that the first few tanks of e10 will be poorer economy due to the alcohol flushing out crap from the tank and fuel lines, then after that it should run fine. e10 is also much more likely to absorb water. After mine was run recently on a tank from the local Caltex/Woolies, which has unlabled e5 instead of standard 91 (apparently they are allowed to run up to 5% ethanol without stating it has any at all) the JK ran like crap. It misses on gentle acceleration and eco went from my normal 12 or so to about 17. On the highway it only dropped to about 13, and the MIL light came on several times. That was about 5 tanks ago, and it still has a slight miss to it and the MIL light came on again the other night. Dealer say the MIL light is fuel related, but thats as far as they went.
Try running some 98 through it, not so much as the 98 will do much for this motor, but it will assist any problems caused by the e10. After a couple of tanks go back to the most basic fuel available with no ethanol. Though I believe in NSW thats now 95.
