I know this might sound naive, but it is slightly possible that a Jeep Dealer, or Jeep Australia have possession of the technical information the OP is seeking...imo, worth asking either by phone or email
(not saying he might not have already done so), but might get lucky on the ZJ forum, as it is likely there are owners of '96 models, and one might be an electronic technician or autolec, and will know this.
One reason I selected a '96 is I knew it did not have an immobiliser, but later models did
As a point of interest, I believe the correct approach to overcome the OPs issue is to obtain an original matching keyfob AND ignition barrel set from a (correct year) wreck, and install those
(The OP should do further research on this matter though)
I do know of a '97 that sat for 12months at a respected local auto electrician, and my mate took it away for free and fixed it with a ECU from another '97 XJ
There is a Gumtree seller from (Mittagong I think). He appears to be a wrecker and sometimes advertises matching keyfob/ignition locks, possibly has some knowledge of the matters
There is also a diagnostic tree that explains how the immobilser does its thing in the appropriate Factory Service Manual.
I have not studied this because it does not affect me
