Would it work if I leave a 10mm gap between flares and body though? Then fill it with foam or rubber or something else flexible. And does the grill move or is that safe to solid mount to?

Agree IF you solid mount - would be better to replace the rubber mounts with something more solid/consistent.
alternatively use bushes to isolate - similate to roll cage tie-ins to the chassis.

You'll get a lot of road noise and vibration without the rubber mounts.

I cannot solid mount the body anyway because if the chassis flexes it will crack the body anyway. So I need to figure out how to not mount the fenders to the body. Was thinking id just leave a 10mm gap since it doesn't need the strength of the body mount.

TJ chassis would flex less than you think.
Compared to say MB-early CJ5 where the chasis was C section not boxed, the suspension was leafs not long compliant coils, there was less/no rollcage and the body was stright from the factory mounted on tiny bits of rubber.

So if I get some solid body mounts made there won't be a problem? Not worried about noise or vibes really. Would make this project so much easier though

I reckon your idea of leaving a gap on the tube gaurds to body then filling with foam rubber in gap would work well.In fact if you look at b/bar mounting to prados etc they do just that.
