I've always thought this is the tactic to get around the $1000 + importation.
I've had a look at the trade agreement and I couldn't see anything in there that exempted the importation of vehicle parts from the US in excess of $1000 from duty. The trade agreements allows the importation of vehicle parts from the US but it seems to me that "duty" is a separate issue and controlled by Customs legislation.
They refer to "Goods" meaning other than prohibited goods as specified, I couldn't find any exemption in their legislation for "car" parts.
For goods that are worth more than AUD1,000, you will need to fill out a special form called an Import Declaration, and pay duties, taxes and charges.
I'd be interested to see information regarding car parts being exempt.
I found this site which indicates there's a 5% duty and 10% sales tax on car parts imported into Australia, so if car parts in excess of $1000 imported from the US to here are not exempt it would amount to a fair bit of coin.

I think if I intended to import in excess of $1000 of parts from the US I'd be asking customs for clarification.
