If it has skim then you need 2 original keys to self program a replacement, most locksmiths have the ability to clone your good key and produce another for around the $120-160 range. If you want the dealer to do it take your own personal lubricant.

A second key needs to be programmed, yes. The locksmith reads your old key and programmes and cuts a new one. Costs a couple of hundred. My young bloke got one for his 2000 recently. Edit....he tells me it only cost about $50

Ok Here is the low down.
Your XJ came with two skim keys. They were both programmed on there own into the PCM. You need two programmed keys to program a new door remote to your car.
Most auto locksmiths usually clone one of your keys. They cut a blank off your existing key and programme the skim transponder in the new key so your car thinks the new key is the old key. They are cloned. this usually costs less than $100.
I bought another XJ that only came with one key. I approached another auto locksmith who came to my place. He cut a new key from the VIN number. It was not cut off a worn key as a jig. He then inserted my original key into the ignition and plugged a laptop into my OBD diagnostic port. He was able to match the skim with the PCM. I had him do me two keys. They are all different in there skim code and programmed into the car. Was not cheap but it can be done.
