I don't know if it means anything but for me hop 15 always times out, but it gets to the next hop somehow. I've done a Traceroute about 20 times and it's always the same, as below:

That's why I said "if traceroute is even installed!!!"

It's not guarranteed on a Windows box I wouldn't think.
