The document you are referring to is either for QLD and/or an old document (2011).
VSI 6 is the current document for NSW, direct from the RMS NSW government website. This document was revised in 2013 and thus would supersede the document you referred to if it was indeed a NSW document.
Under VSI 6 is the following:
Significant modifications
requiring certification:
SUSPENSION - Item 12
Altering vehicle ride height by more than one third of the manufacturer’s suspension travel in the direction of the ride height change.
WHEELS AND TYRES - Item 13
Replacement of tyres that change tyre overall diameter by more than 7% of the overall original diameter*.
* ’overall original diameter’ means the maximum outside diameter of the largest tyre specified by the vehicle’s original manufacturer as an option for the vehicle, as shown on the vehicle’s tyre placard
There is no maximum height specified. The interesting choice of words being the 'suspension travel', not height, are taken into consideration when lifting. I'm not sure what the stock suspension 'travel' is, but a 3" lift is roughly 76mm, times that by 3 is 228mm. IMO I think it would be fairly safe to say the stock suspension 'travel' is at least 228mm. But you should definitely measure this. If your lucky, it might have enough travel to cover the 3.5" lift.
As for tyres, 35" is definitely too large. 33" would be the legal way to go without an engineer. If you owned a Rubi, 35's might be possible if you manage to source a tyre placard with the larger stock wheels on it. (I have only heard about this and haven't seen it or looked into it).
