Default JK handbrake - a bit weak

I've noticed that my JK really likes rolling on slopes when the handbrake is on. Needs a really good pull on it (as in about as far as I can make it go, and I'm not exactly a weakling) to make it not do it, which is a bit of a worry as I park on slopes quite often.

Is this normal for these vehicles? If not, is it a relatively easy diy job to tighten the cable?

Mine is purely decorative. I would like to learn how to adjust it myself.

mud inside the drum kills them, eats the shoes, take it apart clean and adjust every trip....

The problem with mine is that the inside of the drum is rough from mud/corrosion. I have cleaned it & can adjust the shoes, but if I adjust it too snug, the rough parts of the drum just wear it down again. I'll have to get them skimmed/machined to smooth the surfaces out.

As to adjusting them, there is an access hole with a rubber bung on the back, but it is difficult to get to due to the brake callipers. "Easiest" way to adjust the handbrake is to remove the wheel & the calliper, then slip off the drum/disc. At the back part you will see the brake shoes held apart be a threaded adjuster, just turn it a bit to expand the shoes. When you cannot slip the drum back on, back it off a bit & reassemble. Do the same on the other side. Retorque calliper bolts correctly (& use a bit of loctite to prevent corrosion jamming them or them vibrating loose). I have read 55ft-lbs and 75 ft-lbs, So I'm not certain of the correct value, but someone here should be.

Exactly as banshee said. Mud is not your friend if you don't clean in there regularly and then adjust handbrake as per banshees instruction. It is a relatively simple task

I will third that. Every mud bath trip the cleanup includes removing the drums and hosing them out. Quick adjustment as the drum goes back on and its all good.

Adjusted properly it will hold quite well.
