Default Z28 camaro wont start

Hey guys i need the mechanical Brain trust that is Ausjeepoffroad. I am car sitting my brothers 1975 Z28 camaro i havent been able to start it for about a month due to its car cover falling apart and me not being able to get a new one, Anyway long story short it wont start. Its not a flat battery sound of 2 clicks a second instead its about 20 clicks a second, from what u have read it could be the battery leads being old and have built too much resistance for the amperage required for the starter or its the starter itself... Any ideas?

Turn headlights on..are they bright? If no... charge battery, if yes....hit key and ensure they stay bright! If dim...charge battery if bright, then the starter may be cactus or you would need to voltdrop test the leads to confirm they are ok.

Matt.

20 clicks a second would be just like the sound a small van at work made when the fitter tried to start it. Seconds later same fitter could be seen wheeling the big battery pack over...
