Explain how you'd be ruining that poor guys life? A quick examination would prove his involvement or not. And if he was involved? He took off and left someone to die (as you believe). Try and imagine how the victims family would feel that someone had information that could assist in giving them answers to how their loved one died not to mention bringing that person to account for their actions. That's why leaving the scene of an injury crash can be referred to as 'callous disregard'.
