Default WG - there is always a story

I am getting waste gate Mil codes but lets go back a bit.
I have had onging EGR issues (and yes i know about the defeat) but i thought i had it sorted because the last issue was vacuum lines not reconnected very well after a soleniod replacement.
On a drive down to Melbourne from Canberra it threw a P0304 so i assumed vacuum issues. In the past i had work done by Eurostar diesel (recommended by Poly) who are out past Dandenong and was happy with the knowledge and service. Searching on my phone (still on the way down) i found another new location for Eurostar over in the north west of Melb which would be closer to my stay so booked it in.

The suspect problem was explained along with the codes. I got a call to say it was the turbo acuators causing the problem and that the had 2 on the shelf so would replace them. By the time i arrived for pick up (4.30 friday and due to leave melb on the monday) they said it was running ok but blowing lots of black smoke so they blocked of the vacuum on the EGR.
I could not engage them on any logic but i had to go. They gave me the old soleniods.
Also, before leaving i tried to wire up the defeat without success.

I had light trailer to take back and the car ran well (fuel good) considering it was in permanent non turbo/limp mode. Of cause with limp mode i was not going to any turbo errors so could not evaluate their work.
At home finally decided to try one of the soleniods they returned in the EGR. Well the error went but the turbo ran rough (surging) and would eventually throw a code under hard load.
So need to investigate this but what i don't know about is "two" soleniods being replaced.
I can only find one related to the turbo.
Clues please

The two solenoids are identical. If you think one is bad, swap them and see if the fault follows the solenoids.

Thanks JL,
One of the soleniods is obvious when you open the bonnet.
Can't see the other one and the D- C service documentation only refers to one turbo and one EGR.

Follow the vacuum line from both EGR and Turbo to get to each solenoid
