Would love to know how/who is stating what OM ride height is and if there is documentation on the claim "all JGC came with upcountry kits". If they use the vehicle data information on my vehicle w/o upcountry I am fine because as is, I am 50mm below the listed specs for some reason. I get the feeling they have just lost control of documenting everything and made it so confusing so they don't get called out on it.

If you are in NSW you need to talk to a good certifier for advice. One preferably who isnt alergic to 4wd mods and who likes jeeps.
I think the isssue of "legality" is overblown but there is no doubt there is a risk. A good certifier can put you on the right track.

Where did you dig that article up. That is far from new information. The information he has rehashed is well over 12 months old. People keep digging up articles written by that guy and the more of them I read the less respect I have for his genuine automotive opinion. Not that I had any respect in the first place as never had anything to do with him till people started quoting his articles in the Challenger forum.
I don't believe the current rules and VSB14 are actually that hard to comprehend, it's just that the Jeep starting point is the problem to officially clarify.
Good luck getting that info from Jeep for a car that is no longer an interest to them. If it were that simple the gov't would have it already.

Fester, that last line is brilliant and exactly what I was thinking. Jeep won't care. I am starting to think that the government has no starting point. From their, vehicle info, I am 50 mm below their stated ride height. If that 524mm is their base of measurement, then I can go up quite a ways as I am sitting level at 470mm. If jeep won't or can't provide the suspension travel, then no one in Australia has this making it completely up to the individual to get their own measure as stated below for their 1/3 rule. I bet very few people will measure from the same point causing consistency issues, but my bet is that once one finds the greatest measurement, we all will use that measurement. I cave to swap out my lower control arms in a few days so might get some measurements while I am at it.
I just can't believe no government has this measurement for legal, certification, defects ect.

It must be another Jeep thing as on the Challenger forum we have very specific data including the manufacturers tolerance which gives us a 20mm lift allowance without even knocking on the door of ESC issues.

It must be. You gave me another keyword to search for and couldn't dig up anything. I also have put a question on that new jeep talk forum on jeeps website. Bit of a Hail Mary! Doing some work on my jeep tonight and I'll see if I can't get the travel measurement. Any suggested spots to measure from? I was thinking of getting from Center of hub to wheel arch at normal height and then lift it up until the wheel just lifts and retake the measurement. I also want to lift one side and get the full flex of a standard GC. This should give me the complete travel which I will get my 1/3 from. I also know a guy who knows a guy in jeep. Might pursue it that way.
