"Stagger" is a concept that has largely been eliminated with the use of radial tires. It refers to the difference in tire circumference between the left- and right-side tires on the vehicle. Typically, the left-side tires would be a smaller circumference than the right-side tires to "help" the vehicle make left-hand turns.

it is because your axle was built with the intention of being put into a vehicle meant to drive on the right hand side of the road (ie USA). cars built for australia run slightly more caster on the LH knuckle to offset the pull from the crown/camber of the road.

maybe you can get eccentric ball joints for your knuckles similar to the shim-a-line type offset knuckle bearings used to adjust side to side caster for closed knuckle axles?
