What's the best method for packing? Just wrapping around the pipe then slotting the whole lot together or just ramming it in in pieces with one end left off the muffler and just keep packing till physically can't fit any more in.

Try to design the muffler with one end removable. With the perforated tube sitting in it already so you can pack around it. Then pack it real tight all the way, until you close the muffler with an end cap of sorts. No loose sections anywhere. Make sure you can pack every cubic milimetre
Don't design the muffler where you wrap the packing around the perforated tube, then insert it into the muffler. This design has fail all over it.
Remember, design it so the perforated tube sits in an empty muffler box, then pack real tight, then put on the end cap with hole for perforated tube to come out.
Shove large chunks of fibre glass in one end of the muffler, and ram the fibre glass in real hard with a rod of sorts. Keep shoving and ramming, ramming and ramming so it's mega compacted. And hey, if the muffler explodes...you rammed too much. Try and stop ramming just before it explodes open. Getting the point?
It's gotta be tight.
