JK 13' CRD misfire start

Got an intermittent starting problem that's got worse recently. It's a 2013 JK CRD 2.8 approaching it's 100k service. Got it booked in for that and getting the water pump done at the same time.
Problem first started 3 years ago. I'm religious with giving the glow plugs time, less so waiting for the fuel pump to stop priming. Essentially, would crank over, fire and catch but run rough as guts. Feels like running on 3/4 cylinders. Kill engine, do a second start and would be fine. Occurred about once ever two months. Holding the starter motor in, pumping the throttle didn't do anything. Only fix was to kill and re-start.
I replaced the battery (optima D31A) about 2 years ago and still had this problem occur infrequently (once every few months) until recently. Now it's doing it every couple of days and takes sometime 3 attempts to get started. Of note - I'm in Canberra and it's bloody cold. The car is kept in a garage and usually around 10C on the dash when I'm starting.
Battery seems fine. 12.6v cold, 10.7v under cranking and it's only 2 years old. There's nil check engine light and not getting any fault codes off my OBD-II. Jeep said if there's no check engine there won't be any codes anyway. I'm going to look at the rail pressures next on the scanner anyway.
Anybody got ideas on a 3/4 cylinder start that resolves on second attempt? Injector? Rail? Fuel pumps? TIPM/Glow Plug?
