Seems pretty simple to assess but be aware at idle there is no significsnt boost pressure, in fact it is normal to see a slight vacuum on a intake body mounted boost gauge. If you have a scanner with an instrument function you can do a drive test and watch the boost figure. Write them down for various gears and rpm settings. It is hard to debug individual components on the intake during driving because you can't disconnect stuff. That is why a static intake pressure test is needed as well, and a radiatir/intercooler shop can probably assess the intercooler. If that is ok your looking at turbo output, and as long as the waste gate is not stuck open - regardless of whether the accuator arm moves, you should have some pressure. Where are you located?
