There are obviously some engineers that are more "pro" 4wd modifications than others but I honestly believe that a lot of it comes down to developing a working relationship with an engineer.
Before my Jeep was officially inspected, I'd already had 4-5 discussions with the engineer. He pretty much knew exactly what he was inspecting before the time - I had provided plenty of reading material and internet links so that he could guide me in the direction of anything that he wasn't happy with.
As it was, one of the only mods I needed to make was to rig up some mud flaps for the rear. He was happy for them to be "quick-disconnect" (I basically fabbed some brackets that sandwhich the frame rails that support some black rubber flaps).
