You've got to take out the big "pin" that's held in with either a 1/4" 12 point bolt OR, on some a roll pin, before you can push the axles in about 1/2" and see the C-clip and be able to pull it out.
If you've got disk brakes, the axle can't slide out.... the disc and caliper hold on the outer end of it.
