Mate I was in exactly the same situation as you. I bought the Rhino Spare Tyre mounted 2 bike rack for $156 RRP and it is absolutely unreal.

It fits fine on the JK spare despite the rear brake light.

We have the Thule that mounts on the spare (http://www.thule.com.au/details.php?p_id=229) and it's working good. We even do take it off-road by time and while (more correctly on gravel) and so far no issues at all. Just make sure you use a couple of extra straps to secure the bikes tightly.

I have a Thule spare mount carrier and it has been excellent.

I say "has been" as recently I upgraded to a 29er and I have been unable to fit two mtb bikes on snugly without damaging each other as the 29er is just too big.

(It is fine to carry the 29er on its own though)

If you have a small bike paired with a mtb of either size or even two 26 inch bikes I don't see a problem with the Thule and would recommend

unless you have a tyre carrier, adding extra weights to the spare tyre mounted to the tailgate is probably a bad idea...

Wow they look good, very good. Dunno about your 'not expensive' comment, but a good product nonetheless. I will look into these more.
