Sounds about right..
I think you might need more than 2 ltrs, as the moving parts are all inside
the block, none go below the sump gasket line, there is a windage tray
there, I have rebuilt one of these motors on my WK2

The main issue you can run into with an overfilled sump is aeration of the oil if the level is high enough that moving parts like the conrod counterweights are whipping up the oil. IMO you would have to have around 1.5 to 2l overfill.
