You are correct - without an engineers report or a statement from the manufacturer you can't increase tyre size or have a suspension lift 'legally' (vehicles with ESP).
Due to this I sent an email to Jeep Australia (and USA) when I was getting my suspension done a while ago and received a reply as per below - I am aiming to have Jeep reprogram the tyre size now, but it seems as long as the suspension isn't higher than quadralift we'll be fine!

I have a MY2012 Jeep Grand Cherokee Laredo 3.6L V6 Petrol with standard suspension.
I am interested in performing the following modifications to the vehicle:
- Change tyres from 265/60/18 to 265/65/18. (Increase of 27mm outside diameter)
- Suspension lift of 40mm utilising new springs.
Now here comes the assistance required:
Due to the National Code of Practice here attached, section 2.6 stating any modifications must be approved by the Manufacturer or be tested to not intefere with the ESC, your assistance would be much appreciated -
I am after a specific answer to make this as easy as possible:
- Is the Electronic Stability Control provided with the optional "Quadralift" suspension any different than the Electronic Stability Control provided with the standard steel sprung suspension?
If the answer to the above is "No", then I can utilise the existing data and tests that have been completed by Jeep to perform my modifications, as the total lift I will be performing will be similar to that provided within the optional Air Suspension.
If the answer is "Yes", they are different, I need to have some further data from Jeep to say this lift and tyre upgrade doesn't affect the Electronic Stability Control.
Your urgent attention would be greatly appreciated (I have the tyres and suspension booked in this week!)

Sorry for the delay in replying to your email . I have made some enquiries , below is the answer I received ,
I hope this helps .
It should not interfere with the ESP/ABS etc if the tyre size is programmed to the vehicle.
It could affect certain aspects of the vehicle's warranty where suspension or steering repairs may be required, depending on the circumstances.
