Yeah...no fuel savings in twin torbos and an intercooler upgrade...maybe a 15k outlay and a true 'beast' of a ride as an outcome.
I cant compare your fuel figures with my old oil burner...the majority of members that have the oil burner engine bought the bus as a tow vehicle...caravans behind diesel grands are a good match...fuel figures 'hooked up' and driving 'accordingly' equal (roughly) your high figures.....8's on open highway averaging 10's around town is commonplace...having said that...the diesels HATE having the majority of their drive life in urban mode...first hand knowledge and NOT uncommon or something that hasnt been discussed in depth here....even to the point of members having a 'town car' and the deisel Grand as a tow/holiday/distance bus.
Its back to researching just what ECU Upgrade/Chip/Tune will suit your needs...they are available and the costs have been disclosed.
The 'mystic' economy boxes are not recommended for genuine assistance.

so after reading all of your feed back folks.

Greatly appreciate the input.

looks like a chip remap is the only REAL option then for better economy.

Time to start googling Re-mapping places south of the swan river lol.

You'll spend more on a remap (and the other options you listed) than you will get back in fuel savings. Save your coin and put it towards the Caddy deposit.

Go a bit steadier on the throttle - that'll make more difference than anything else.

If you're desperate to save tenths of a litre, remove all the stuff (= weight) from the vehicle you can, take off roof racks if you have them and don't need them, and up your tyre pressures.

I very much doubt your economy will improve even with a remap, well nothing astounding anyway to make a $grand$ worth it.

yeah the caddy is looking like the cheapest long term option lol.

Just been looking for remap in Perth, no body will do petrol only diesel.

So the Caddy it is lol.

You never said what the actual fuel burn was ?????

Before you shell out on some trickery, use a fuel/injector cleaner to get the injectors and everything cleaned up, a can of intake cleaner wouldn't hurt either, they will more than likely have years of crud which no amount of ECU magic will fix.... chuck filters at 10K at least but if your looking for single digit fuel economy like the Diesel you will be disappointed.....

Even the diesel's usually not doing single digits around town - just the nature of the beast
