I have done a bit of older classic car resto over the years and the problems are the same, best cure for tin worm is to cut it out and put in new metal, treat repaired areas with a phosphoric acid type rust converter, follow the manufacturers instructions.
When you are up to the inhibit stage after all the painting is done use a product called 'cavity wax' (sounds like something you get at sex stores in oxford st sydney) and spray it in liberally into all the holes nooks and crannies, apply so much it should be dripping from the drain holes in all the body panels.
As far a sound deadener you can buy it in 4litre tins and use the same spray gun you used for the cavity wax to apply it. Look for fast drying stuff as some products can take up to a year to harden from the initial soft finish.
