Flares? Smittybuilt ? eBay

Hey guys just got new rubber and it's hanging out a bit have a few questions bout extended flares.

First up if I got 6 inch flares were is the measuremnt from?

Now to buy new flares I have seen the smitteybilt ones on eBay from the us delivered for 350 compared to like 700 from aus
Have to get them
On pretty soon have been done by the cops for tyres hanging out on another car before so don't wanna have to go getting a road worth again and changing stuff
