Airbag wheel not on 1997 TJ ?

I have come accross a 1997 TJ for sale which has a aftermarket sports steering wheel on it. Do all TJ's have an airbag wheel or was it and option on the earlier year models?

i own an 04 so don;t quote me on it but i think the 97's didn't come with bags.

I have a NZ 1997 Wrangler, and it has twin airbags as standard.

Yea from 96 onwards i think all American cars had to have twin airbags.

check for any accident damage,kinks in firewall and floore pan,it would be cheaper to put aftermarket wheel on then factory with airbag

After some checking I am lead to believe that airbags are not mandatory in Australia but I would have thought that if your car came with one it has to keep it? If thats the case how is this car re-registered each year?
