Is this an ADBLUE tank Cover ?

Am contemplating another Jeep,is this photo with the rear cover for the adblue tank as the spare sits inside and not this low

Its a 30 lt tank and thats it going by some pics I saw online, no where else to stick a tank that size, have a squiz in the fuel filler point should be two filler holes if adblue job...
