You should be able to locate a set of the Aus/global spec TJ rear lights easy and cheap enough - they will do the job and keep it legal.

If you want to run the US - style lights, which don't have a separate white reversing light but use the turn lights instead, you might have some RWC issues. If you still want to go down that road at some later stage, you can combine the turn and reverse signals by splicing two diodes into the reverse lamp line, just before each join into the turn signal cables. The diodes need to be forward biased for the common reverse signal but blocking either L or R turn signal from turning on both lights at once.

I'd use the tj rear lights like dom said. Look neater and no fabrication for yourself.
I couldn't find a pair for less than $200 that's why i bought $50 a pair US style.
They also cater for my number plate light.

I passed vic rwc with mine, i don't know the specific act referring to them though.
