Thank you for the clarification; all of my friends have been worked up into a frenzy over this. I refused to buy into it purely because there's nothing official to back up the claims.
Its been a big media beat up. These rules dont exist and never will exist.
A joondalup council officer (ranger) simply gave the cottesloe council a list of reccomendations as how to interpret/tweak/enforce already existing laws. The cottesloe council is not going to add these clauses to existing laws and the mayor is not going to instuct his rangers to police these issues.
