Default '94 gearbox change down

I have a '94 Cherokee Limited automatic and when I try to change down manually the gearbox does not respond.
Also, if I stop dead and select 1st, it will start off and then change up as the speed increases, even with the T bar still in first position. Otherwise it all works fine in drive position.
I am used to using the gears to slow me when going down a hill but in my Jeep, nothing happens.
Anyone got a suggestion?

yep if you start of in the 1st position it will shift up to 2 when its ready

thats why its marked 1-2

well in my ,94 it is

I found the same thing. You need to get the engine revs up a bit for any braking effect. I recently had to go down a steep slippery track so I did as the book suggested and engage low range and first gear. Worked a treat. It was almost like it was programmed to make a safe descent.

That's the way the Aisin-Warner auto box is supposed to work.......You can buy a kit that converts it to true locked in 1 or 2 functioning using a small, inexpensive, external, simple-to-fit electronic "black box" , it was written up in the tech write up threads section on here a few weeks ago. It's a real good idea as it gives you control of downhill crawl speeds much better!!!
