What about getting an engineer to sign off on it after the modifications.
As wranglertj mentioned I have tried to do that.

On my 07 Rubi the towball weight was 170kg - sounds like they decreased it even more!?!?

I caught up with an engineer and he took all these measurements and specs, and specs of what I was willing to do eg Dana 60 rear axle etc. He came back saying no as the distance from the rear axle to the tow bar point for the weight was too great for the chassis - or something to that effect.

As also mentioned I bought a Pajero - and no condolonces needed - it is an awesome tow vehicle.

upon further inspection the towball weight is actully 170kgs. Is there anything I can legally do to bring it up to 240 kgs?

You will need to ask an engineer, unless there is one on here acting in a professional capacity as an engineer. Your state road transport authority should be able to provide the names and numbers for these.

The other options are to change vehicle or caravan as everyone has said below.

No - that was actually what I was trying to do as my camper trailer has a unladen ball weight of 160kg, but only weighs 1260kg unladen. So I was within the towing limits, just not the towball weight.

So my goal was to legally increase the towball weight of the JK - not increase it's towing mass - and I got the thumbs down from the engineer

The specifications I have for the JKU are 2500kg and 250kg ball load and I understand that they are vehicle specific and cannot be varied.

My camper trailer is around 1000kg with full water and fuel load and it makes minimal difference to my JKU's performance. 3000kg would be a big challenge and not one that I would be keen to take on.

lukeage, if you're intent on keeping the caravan, you could change the vehicle. a near new wrangler in good nick would trade well and a dualcab 4wd comes in under 40 thousand at present. could be the cheapest option. the dual cabs have rear leaf springs too which are better for load carrying, and give you a bit of cargo space in the rear. not an easy decision but it would work.
